It's had 3 updates in the last decade. There are much more accurate emulators and PS1 cores being improved at a much faster rate. One of the problems that the emulation scene has is getting people to move away from ancient, unsupported programs that 'mostly work' to faster, more accurate and open codebases. If everyone stuck to using emulators designed for MMX Pentiums like ZSNES and ePSXe, nobody would bother writing anything new. And that would be bad. EPSXe is closed source abandonware. It was abandoned for years at version 1.7 (in 2008), but it was picked up again and has been actively developed again for years (since 2012). Current version is 1.9.x, and minor revisions only go to the mobile (Android) version. The PC version is only updated with major revisions now, most current development today is on the Android platform, but development continues. The latest update to the release was on 1/23/2015 (two days ago).
There may be more accurate PC PSX emulators today, but that doesn't mean development on ePSXe stopped.

It's more fun to use the original hardware anyways. Buy one used and save it from the landfill.
